Caritas India in partnership with Gujarat State AIDS Control Society will be
implementing the Link Workers Scheme Project in 4 Districts of Gujarat under
NACO with grants from GFATM Round 7.
This project aims to reduce HIV vulnerability among high-risk individuals,
bridge group and general population especially women and youth. The basic
premise of this project is to mobilize rural communities to respond to the HIV
and AIDS pandemic.
Both positions would be located at District Head Quarter and would work in
close collaboration with NGOs implementing Targeted Interventions, Govt.
Departments, CBOs and other relevant stakeholders.

District Resource Person
No of positions vacant: 04 (3 positions are reserved for female and 1 for male)
Duration: Initial one year contract with a possibility of an
extension depending on the performance of the individual and programme needs
Compensation: As per the qualification and experience
Essential
• Should possess Masters Degree in Social Work or an equivalent
degree from a recognized university.
• Should have minimum of 3-5 years of experience in rural development work.
• Should be well versed in MS office.
• Should have fluency in English and Gujarati (spoken and written).
Key Job Responsibilities
• Train and induct newly recruited supervisors/ Link Workers or their
replacements..
• Assess the knowledge of supervisors/Link Workers and identify needs for
refresher and follow-up training.
• Review, monitor and provide supportive supervision to supervisors and Link
Workers.
• Support development of communication campaigns at the district level and
their effective implementation with a focus on creating an empathetic and
non-abusive environment.
• Establish linkages with Department of WCD, Rural Development, Education, etc.
Promote convergence with ongoing programmes of different ministries.
• Promote availability of condoms at PHC.
• Bring connectivity with Red Ribbon Clubs', wherever established.
• Keep the Supervisors and Link Workers motivated.
• Compile supervisors' reports and provide necessary data to GSACS/ DAPCU
through Caritas India State Coordinator.
• Facilitate other trainings organized by GSACS at the District level.
• Play a strong role in advocacy and creating an enabling environment at
District level.

Monitoring & Evaluation Officer (01 Position)
Duration: Initial one year contract with a possibility of an
extension depending on the performance of the individual and programme needs.
Compensation: As per the qualification and experience
Essential
• Should be Graduate/post graduate in the field related to
Statistics/Bio-statistics and/or Data Management.
• Should have proven proficiency with computers, MIS office and any data
management software.
• Should have minimum of 1-2 years of experience in
development/design/implementation of M&E or data management systems.
• Knowledge of local language preferred.

Key Job Responsibilities
• Supporting the development of monitoring and evaluation
frameworks for monitoring programme achievements on regular basis at all levels
in the LWS.
• Compilation of weekly/ fortnightly / monthly reports from Link Workers and
Supervisors and onward transmission.
• Analysis of data for monthly review at district and state levels.
• Establishment of a mechanism for timely and error free reporting.
• Flagging issues related to reporting protocols and software.
• Organizing training and providing feedback to Link Workers and Supervisors on
reporting and data management.
• Responding to the information needs from GSACS and the DAPCU.
