Key Roles and Responsibilities
Planning, Controlling & Monitoring
• Manage the process of strategic planning, project planning and budgeting to ensure that plans are well coordinated and completed in a timely manner
• Leading the full Project Management life cycle, starting from Planning and setting up the Community Care Centre till building and developing their sustainability in a long run.
• Providing managerial & technical direction to the team towards the program management & administration.
• Oversee programme implementation by Program/ Technical Manager / State coordinators’ in program implementation.
• Monitor the Performance of the team and report to the Committee for PACT 2 Global Fund Round 6 at intervals specified.
• Overall supervision of Financial Management systems of the Project.
• Coordinate with relevant stake holders to ensure that project deliverable are met in a timely, efficient and cost effective manner
• Capacitate partner organizations/ individuals with special focus on HIV & AIDS Prevention, Care & Management
• Monitor and evaluate project activities in all states
• Provide Leadership and Guidance to the Program Manager and Technical Manager, Finance and HR Manager in managing the programme.
• Oversee the Monitoring & Evaluation and Training systems & procedures.
• Conducting periodic review meetings with staff; assess past performance and plan for future effective implementation of activities as and when required.
• Review monthly, quarterly, annual and other programmatic and financial reports before final submission to appropriate authorities.
• Oversee preparation of project budgets and budget revisions. Monitor project expenditures through Quarterly Expenditure Reports with the help of the Finance Manager.
• Commission the annual financial audit in consultation with the Coordination Committee.
• Manage communication & liaisoning with relevant stake holders.
• Ensure effective internal and external liasoning.
Functional Competencies
• Experience managing HIV prevention Care and treatment programmes at the National level
• Experience working with Health related programmes with the Church Institutions in India
• Proven track record of good presentation and negotiation skills
• Experience working on programmes like TB , HIV integration
• Familiarity with public, private and NGO/CBO sector operations in health programs.
• Knowledge of Global Fund related programs
• Ability to analyze & interpret reports / documents with excellent reporting skills
• Good analytical skills with experience in data management.

Qualifications
Masters Degree in Public Health/ Social Sciences or equivalent

Preferred Qualification
MBBS/Masters Degree in Public Health/ Social Sciences with relevant experience in HIV/ AIDs (with experience in the social sector / with international funding agencies, govt agencies / some experience in the field)
